The Punjab government has announced that the “Green Property Certificate” will become mandatory for all property transactions across the province from July 2026, in a major move aimed at improving transparency and reducing land fraud.
The certificate, issued by the Punjab Land Records Authority, will verify ownership details, confirm legal status of properties, and ensure that land records are fully synchronized with official government databases.
Officials say the initiative is designed to eliminate property disputes, strengthen public trust in the real estate system, and introduce a more secure and digitized land record framework in Punjab.
Step-by-Step Verification Process Introduced
Under the new system, citizens will need to complete a structured verification process through their nearest Arazi Record Center. The procedure includes identity verification, ownership record checks, field surveys, and final government approval before issuance of the certificate.
Applicants will be required to:
- Submit property details and pay a Rs950 processing fee
- Verify identity through CNIC and biometric authentication
- Undergo ownership history and tax record checks
- Allow on-site land surveys and boundary verification
- Complete a 15-day public notice period for objections
After successful verification at multiple administrative levels, the property will be assigned a “Green Status”, confirming legally secure ownership.
