The Ministry of Information Technology and Telecommunication (MoITT) has initiated the process to appoint a Director Internet Governance (SPPS-II) to lead Pakistan’s internet governance strategy and represent the country at major global digital policy forums.
According to the Terms of Reference (ToRs) issued by the ministry, applications have been invited for the newly established position on a contract basis for an initial period of two years, which may be extended for another two years subject to satisfactory performance.
The newly appointed director will be responsible for developing and implementing Pakistan’s national internet governance strategy while ensuring alignment with national digital priorities and the internationally recognized multi-stakeholder model of internet governance.
The position has been created to strengthen Pakistan’s role in global internet policy discussions and address emerging digital governance challenges, including Domain Name System (DNS) development, Universal Acceptance (UA), Internationalized Domain Names (IDNs), and internet governance capacity building.
The Director Internet Governance will serve as Pakistan’s representative at key international and regional platforms, including the Internet Governance Forum (IGF), Internet Corporation for Assigned Names and Numbers (ICANN), Asia Pacific Network Information Centre (APNIC), and Asia Pacific Regional Internet Governance Forum (APRIGF).
The officer will present Pakistan’s policy position, advocate national interests in global discussions, and participate in negotiations shaping the future of internet governance worldwide.
The responsibilities will also include designing nationwide capacity-building programs for government institutions, academia, civil society, private companies, and technical communities through workshops, seminars, and specialized training initiatives.
The ministry has further assigned the director the task of improving coordination among government departments, telecom operators, internet service providers, academic institutions, civil society organizations, and private-sector stakeholders to promote an inclusive internet governance framework.
The successful candidate will also monitor global digital policy developments, technological trends, and emerging internet governance issues while providing expert advice to support Pakistan’s digital strategies.
Under the eligibility criteria, applicants must hold a master’s degree or equivalent qualification in fields such as computer science, information technology, telecommunications, international relations, business administration, management sciences, or law.
Candidates must have at least 10 years of professional experience in internet policy, internet governance, telecommunications, or participation in relevant international and regional forums.
Applicants should have experience in developing internet governance policies, representing national interests at platforms such as ICANN, IGF, and APNIC, leading capacity-building initiatives, coordinating multi-stakeholder engagements, and conducting research on digital policy issues.
The appointment will be made through a competitive selection process under the federal government’s Special Professional Pay Scale (SPPS-II) policy. A committee headed by the Additional Secretary of MoITT will initially review applications, followed by recommendations from a selection committee for approval by the Federal Minister.
The selected candidate will receive the SPPS-II pay package under the federal government’s SPPS Policy 2024, while service matters will be governed according to applicable rules for SPPS appointments.
