The Ministry of Information Technology and Telecommunication (MoITT) has started the recruitment process for the appointment of a permanent Member (Legal) on the elite MP-I scale, nearly three months after the resignation of the previous officeholder.
According to the Terms of Reference (ToRs) issued by the ministry, applications have been invited from qualified legal professionals to lead the ministry’s legal wing, which handles legislative drafting, regulatory matters, litigation management, and legal oversight of Pakistan’s rapidly developing information technology and telecommunications sectors.
The position became vacant after Ikram Ul Haque Qureshi resigned as Member (Legal) effective April 30, 2026, following his appointment as Chairperson of the Social Media Complaint Council. To ensure continuity, the government assigned him additional charge of the post for three months until a permanent appointment could be made.
The recruitment comes as the IT ministry continues to advance its digital transformation agenda, involving legal reforms in areas such as technology regulation, cybersecurity, digital governance, telecommunications, and emerging digital economy laws.
Under the advertised eligibility criteria, candidates must hold either a PhD in Law with at least seven years of relevant experience or a Master’s degree in Law with nine years of professional experience. Applicants are also required to be enrolled as Advocates of a High Court with at least five years of post-enrolment legal practice.
The ministry has emphasized expertise in legislative drafting, including preparation of bills, ordinances, rules, and regulations, along with experience in managing the parliamentary approval process for legislation.
Applicants should also have knowledge of government procedures, including the Rules of Business, Cabinet processes, inter-ministerial consultations, and experience advising senior government officials on complex legal and regulatory matters.
Preference will be given to candidates with expertise in information technology and telecommunications laws, especially professionals experienced in handling litigation and advising on digital technology regulations.
The selected Member (Legal) will represent the ministry in courts across Pakistan, supervise legal matters of organizations working under the ministry’s administrative control, and provide advice on matters involving international organizations such as the International Telecommunication Union (ITU), World Trade Organization (WTO), United Nations Commission on International Trade Law (UNCITRAL), and United Nations Conference on Trade and Development (UNCTAD).
The role will also include drafting contracts, agreements, memoranda of understanding, and other legal documents, while coordinating stakeholder consultations and legal capacity-building initiatives.
The appointment will initially be made for a three-year contract, which may be extended annually for another two years under the Management Pay Scale policy. The selected candidate will serve a three-month probation period, during which the ministry may terminate the appointment if performance is found unsatisfactory.
The recruitment process will involve multiple stages. A shortlisting committee headed by the Secretary IT will review applications, while the MP-I Selection Board will recommend shortlisted candidates to the Prime Minister for final approval.
Officials said the appointment is important as the ministry continues efforts to strengthen digital governance, technology regulation, and legal frameworks under the broader Digital Pakistan agenda.
