Pakistan’s telecom sector is heading for a major shake-up. The Ministry of IT & Telecom (MoITT) is moving to hire a high-powered Telecom Reforms Expert. This initiative falls under the World Bank-backed Digital Economy Enhancement Project (DEEP). Ultimately, this expert will steer critical policy, licensing, and spectrum reforms.
MoITT Steering Future-Ready Digital Policies
The primary responsibility involves developing a comprehensive telecom policy. The expert will analyze market failures within the telecom sector. Consequently, they will provide actionable recommendations to bridge regulatory and operational gaps. Furthermore, the assignment demands a future-ready reform agenda. This agenda must actively align with disruptive technologies expected to transform the industry over the next three to five years.
Specifically, the consultant will lead strategic work on telecom licensing frameworks and a rolling spectrum strategy. They will also oversee digital infrastructure and analyze telecom taxation issues. In addition, the expert will formulate national and international telecom Key Performance Indicators (KPIs). Simultaneously, they will develop strategies to strengthen Pakistan’s mobile and digital financial ecosystem.
Real-Time Monitoring & Emerging Technologies
Technology integration plays a massive role in this initiative. Therefore, the expert will design a robust telecom dashboard framework. This system will deliver real-time insights into fixed and wireless network performance, coverage, and usage across Pakistan. The consultant will also establish national telecom performance monitoring systems.
Moreover, the role includes providing strategic recommendations on emerging technologies. The expert will focus heavily on satellite communications, artificial intelligence, IoT ecosystems, and fintech integration. Officials state these reforms directly aim to modernize Pakistan’s digital economy architecture. As a result, the government intends to improve investor confidence and boost overall sector competitiveness.
International Representation & Project Details
In a significant move, the consultant will prepare Pakistan’s official policy positions for major international telecom forums. These include the World Radiocommunication Conference (WRC), World Telecommunication Development Conference (WTDC), and Mobile World Congress (MWC).
Another major component involves strict procurement support. The expert will draft Terms of Reference and Requests for Proposals under World Bank procurement regulations. Furthermore, the Ministry emphasizes heavy stakeholder coordination. The consultant must engage directly with regulators, telecom operators, provincial and federal authorities, and international development partners to ensure smooth implementation.
The Islamabad-based consultancy will initially run for 24 months. However, the Ministry may extend the contract depending on ongoing project requirements and funding availability. The official Terms of Reference fall under Announcement Reference No. PK-MOITT-546254-CS-INDV.
