An NCCIA official in Multan has become an unlikely internet meme after a viral clip. In the video, he appeared to call the agency’s cyber patrolling unit as Cyber Petroleum. The officer also tried to project a tough stance on anti-state content. However, a few verbal slips sent Pakistani social media into a laughing fit. The clip surfaced online on October 27, 2026.
The NCCIA Multan In-Charge was warning about the agency’s online surveillance in the video. However, he stumbled over his words and described the cyber patrolling unit as Cyber Petroleum. In addition, he delivered another now-famous phrase about monitoring what is going on social of media.
Pakistani social media users jumped on both phrases almost immediately. For instance, one user sarcastically praised the officer and said that his comments were absolutely correct. Another user questioned how such officials got their posts in the first place. In addition, a third joked about not wanting to offend the Petroleum department.
Someone also commented:
How do such people end up getting positions, and why aren’t they fired even after their videos come out?
Another one wrote sarcastically:
اللہ کا جتنا شکر ادا کریں کم ہے جس نے ھمیں سرکاری سطح پر مسخروں اور جوکروں میں نہ صرف خود کفیل، بلکہ سرکاری طور پر انہیں ایکسپورٹ کرنے قابل بھی۔
Translation: We cannot thank Allah enough — He has made us not just self-sufficient in official clowns and jesters, but even capable of exporting them officially.
The National Cyber Crime Investigation Agency (NCCIA) itself is a relatively new body. Specifically, the government formed it on May 3, 2024, under Section 51 of PECA 2016. The agency sits under the Ministry of Interior, and has also replaced the Federal Investigation Agency’s Cybercrime Wing on the same day.
Syed Ali Nasir Rizvi took over as Director General of NCCIA on September 16, 2026. He has publicly stressed a zero-tolerance approach to fake news and anti-state propaganda. Furthermore, Muhammad Ali Wasim serves as the Punjab NCCIA Director. He has also pushed similar lines against social media misuse.
The NCCIA has drawn attention for both its operations and its controversies. In June 2025, the agency raided illegal IMEI tampering operations in Gujranwala. It also arrested suspects in a PKR 20 billion fake trading scheme in Multan. Furthermore, a July 2025 raid in Faisalabad led to 149 arrests over hacking and Ponzi schemes.
However, the agency has also faced serious corruption allegations. For example, 13 NCCIA officers allegedly took around PKR 120 million in bribes from illegal call centers in late 2025. The FIA then opened its own investigation and arrested some officers. In addition, Dawn’s editorial team has warned that NCCIA could expand surveillance and target journalists.
The jokes about Cyber Petroleum now serve as a quick way to question how prepared the agency actually is. Furthermore, the mockery arrived at a time when NCCIA actively arrests Pakistani citizens for social media posts under PECA.
