The government has officially enforced the Telecom Equipment Standards Regulations, 2024. Consequently, all telecommunication equipment manufactured, imported, sold, or used in Pakistan must now comply with internationally recognized technical, safety, and electromagnetic standards. This major regulatory move aims to strengthen network security, improve service quality, and ensure consumer safety across the country.
Telecom Equipment Standards Regulations 2024
The Ministry of Information Technology and Telecommunication (MoITT) notified these regulations through SRO 1110(I)/2026. Furthermore, the Pakistan Telecommunication Authority (PTA) framed the rules under the Pakistan Telecommunication (Re-organization) Act, 1996. The Federal Government also granted its formal approval. As a result, the rules came into force immediately upon their publication in the official Gazette.
According to the official notification, these regulations directly apply to all licensees, manufacturers, and importers of telecommunication equipment. Specifically, they establish a uniform framework for prescribing technical standards and executing testing procedures before anyone can deploy equipment in Pakistan. The primary objective is to guarantee that all telecom devices entering the market meet international performance, safety, and interoperability requirements.
Adoption of Global Technical Standards
To build a robust framework, the PTA has actively adopted recognized standards from leading global organizations. These esteemed standard-setting bodies include the ITU-T, FCC, ISO, ETSI, IEC, CISPR, CENELEC, and OHSAS. Additionally, the new framework incorporates the European Union’s Radio Equipment Directive (RED) and European Standards (EN).
The regulations clearly define key technical concepts. These include electromagnetic compatibility (EMC), radio frequency (RF), fixed wireless access, and satellite communication devices. Consequently, authorized PTA officers now hold the legal power to oversee compliance and enforce this new regulatory regime.
Ensuring Safety & Network Compatibility
The regulatory framework categorizes mandatory technical requirements into several critical areas. These target areas cover electromagnetic compatibility, health and safety, and optical and laser safety. Moreover, they encompass specific standards for radio frequency, mobile, satellite, and terrestrial telecommunication equipment. Ultimately, these stringent requirements will ensure that devices maintain seamless compatibility with Pakistan’s telecommunications infrastructure without causing harmful interference or posing safety risks.
Moving forward, the PTA reserves the authority to review and update these standards periodically. The authority will continuously consult with relevant stakeholders during this process. Therefore, Pakistan’s regulatory landscape will successfully keep pace with rapid technological advancements and evolving international best practices.
