The government has launched a new complaint mechanism for citizens facing issues with the Prime Minister’s Petrol Relief Scheme, allowing beneficiaries to report problems related to registration, tokens and fuel relief directly through the PAK App or by using the helpline number 9771.
Under the new system, citizens can open the PAK App, select the “Fuel Complaint” option, enter the details of their issue, attach a picture of the relevant token, and submit the complaint for tracking within the app. Those facing difficulties with registration or at petrol stations have also been advised to contact 9771 for assistance.
The scheme itself provides fuel relief of Rs100 per litre. Motorcycle, Qingqi and rickshaw users are eligible for up to 20 litres of subsidised petrol per month, while owners of vehicles with engines up to 800cc can receive up to 30 litres monthly. Relief for two- and three-wheelers is issued through 5-litre tokens, while eligible 800cc vehicles receive 10-litre tokens.
To register, citizens must send an SMS to 9771 in the format: REG + CNIC number + vehicle registration number (without spaces) + first letter of province + vehicle registration date. A confirmation message is sent upon successful registration.
Before visiting a petrol station, registered beneficiaries must send “TOK” to 9771 to obtain a fuel token. The token number is then presented at the petrol station for verification before subsidised fuel is issued. Beneficiaries also receive details of their eligible fuel quantity and the token’s validity period through SMS.
According to government figures, more than 2.2 million people had registered for the scheme by September 21, 2026, with around 1.9 million tokens issued. Of these, approximately 1.8 million tokens went to motorcycle, rickshaw and Qingqi users, while nearly 152,000 were issued for eligible 800cc vehicles.
Officials have clarified that the scheme does not require a smartphone or internet connection, as both registration and token issuance can be completed entirely through SMS.
