Pakistan Senate reviews Landmark AI Regulation Bill 2024

In a significant development for Pakistan’s technological future, the “Regulation of Artificial Intelligence Bill, 2024” was introduced during a Senate session on September 9, 2023. The bill is currently under review and aims to establish a legal framework for regulating Artificial Intelligence (AI) and related technologies in Pakistan.
Acknowledging both the opportunities and challenges posed by AI, the bill seeks to promote responsible growth in this sector while addressing the ethical, legal, and social implications of AI usage. It emphasizes Pakistan’s proactive approach to align with global initiatives aimed at harnessing AI’s potential while managing its associated risks.
The Ministry of Information Technology and Telecommunication (MoITT) has already initiated work on a comprehensive National AI Policy to fully tap into this emerging technology and prepare the nation for future challenges. However, Pakistan’s AI strategy currently prioritizes the development of an inclusive and robust AI ecosystem before enforcing direct regulations.
Internationally, over 50 countries have implemented national-level AI strategies or policies, whereas fewer than 10 have enacted specific AI regulations. This reflects a global consensus: ecosystem development must precede regulation. In Pakistan’s case, foundational elements like data governance, data availability, and data protection are crucial prerequisites for implementing effective AI regulation.
AI-related initiatives are being jointly spearheaded by the Ministry for Planning, Development and Special Initiatives (MoPDSI) and the Ministry of IT & Telecommunication. The MoPDSI has formed a multi-stakeholder AI Taskforce comprising representatives from the public sector, academia, and industry to draft a National AI Plan. This plan aims to establish a nationwide roadmap for AI ecosystem development.
Simultaneously, the MoITT has constituted an AI Policy Committee, also drawing from government, academic, and industrial sectors, to finalize a National AI Policy. This strategic document will provide overarching guidance for ecosystem building and will align closely with the National AI Plan under development by MoPDSI.
To ensure inclusivity, both federal ministries have emphasized provincial engagement in the policymaking process. The federal ministries invited provinces to submit feedback and suggestions to help shape a truly national framework.
There is a broad consensus among members of the AI Taskforce, Policy Committee, and stakeholders that Pakistan must first build a conducive environment for AI innovation. Once the foundation is solidified, the government can introduce regulatory measures effectively and responsibly.
As AI continues to evolve rapidly, Pakistan’s phased and inclusive approach could serve as a model for emerging economies seeking to navigate the complex AI landscape while safeguarding national interests and societal values.
