The federal government has launched a special petrol relief scheme for millions of citizens. It offers eligible users a discount of Rs 100 per liter on petrol.
Prime Minister Shehbaz Sharif announced it amid rising global oil prices, and the Ministry of IT has now issued the full registration procedure in a press conference.
Who Is Eligible
The government framed the relief as a direct response to global pressures. Recent tensions in the Middle East pushed international oil prices higher. Consequently, that increase placed a growing burden on ordinary households. The prime minister said the government would not leave the public alone.
He stressed the scheme specifically targets the working class. It aims to shield lower- and middle-income commuters from the shock. Notably, this follows an earlier April initiative for motorcycle owners. That scheme, called the Motorcycle Petrol Subsidy Relief Package 2026, used a mobile app.
How Registration Works
The scheme targets low- and middle-income commuters specifically. Owners of motorcycles, rickshaws, and Qingqi rickshaws all qualify. Additionally, owners of vehicles up to 800cc are eligible too. This covers most everyday two-wheeler and small-car users nationwide.
However, the monthly relief comes with clear volume limits. Motorcycle and Qingqi owners receive the discount on 20 litres monthly. Meanwhile, small-car owners up to 800cc get 30 litres. Other two- and three-wheeler users fall under the 20-litre category too.
Getting Discounted Fuel
The scheme targets low- and middle-income commuters specifically. Eligibility and monthly quotas break down as follows:

The Rs 100 relief applies only within these monthly caps. Therefore, a motorcycle owner saves up to Rs 2,000 every month. Meanwhile, a small-car owner can save up to Rs 3,000 monthly.
How to Register: Step by Step
The entire process runs through a digital SMS-based system. To register, send an SMS from a SIM in your own name to 9771. The message must follow this exact structure:
- Type “REG” first
- Add your CNIC number without dashes
- Add your vehicle number without spaces or dashes
- Add your provincial code
- Add your vehicle registration date

A confirmation message arrives after successful registration. The final step happens right before visiting a petrol pump. Registered users simply send “TOK” to 9771. The system then generates a digital fuel token. Crucially, it also tracks how much subsidised petrol you have claimed. This prevents anyone from exceeding their monthly quota.
Built-In Anti-Fraud Safeguards
The system includes strict checks against misuse and leakage. Crucially, one CNIC can register only a single vehicle. Similarly, one vehicle links to only one CNIC. This blocks the duplicate claims that plagued past subsidy schemes.
Rollout Timeline
The scheme launches in phases across the country. Islamabad will receive discounted petrol between Monday and Tuesday midnight. The rest of Pakistan, including AJK and Gilgit-Baltistan, followed. That wider rollout began between Wednesday and Thursday midnight.
