The Punjab government has taken a significant step toward regulating underage driving by allowing children as young as 16 to ride motorcycles legally in the province. The Standing Committee on Home of the Punjab Assembly recently approved the Motor Vehicles (Amendment) Bill 2026, paving the way for the introduction of a Juvenile Driving Permit.
Under this new legal framework, teenagers aged 16 to 18 can obtain a Juvenile Driving Permit issued by the Licensing Authority, enabling them to ride motorcycles under specific conditions and supervision. This move aims to curb the growing trend of unlicensed driving among minors while enhancing road safety.
Previously, individuals under 18 were not legally permitted to ride motorcycles in Punjab, which led to widespread underage driving without proper licenses. The new legislation addresses these safety concerns by providing a regulated approach that allows teenagers to ride under supervision, reducing the risk of accidents and fostering responsible driving habits from a young age.
Punjab authorities believe that the introduction of the Juvenile Driving Permit will also help streamline licensing processes and monitor young riders more effectively. The government hopes that this initiative will gradually reduce traffic violations and contribute to safer roads across the province.
A spokesperson for the Punjab government stated, “The Juvenile Driving Permit is designed to ensure that young riders learn to drive responsibly and safely. Our goal is to prevent underage driving without a license and reduce road accidents.”
Additional Information
- The permit will include mandatory supervision conditions and safety guidelines for teenagers.
- Licensing Authorities will oversee the issuance and monitoring of these permits.
- Experts suggest that early legal exposure to driving with supervision can create more disciplined and aware young riders in the long term.
