A major road infrastructure scheme announced in the federal budget for fiscal year 2025-26 has yet to enter the construction phase despite the passage of eight months.
The project includes the dualization of the Soan Model Town–Sihala–Kahuta Road, construction of a flyover at Sihala Railway Crossing, and development of the Kahuta Bypass.
The federal government allocated Rs. 23.84 billion for the project in June 2025. The road carries strategic importance as it connects Kahuta with Rawalakot and Kotli, serving as a key defence and regional connectivity route.
Limited work has taken place on the Rawalpindi-Kahuta Road section. Authorities widened and carpeted a two-kilometer stretch from Kahuta Y-Cross to Hothla Stop. However, the portion was later closed after realignment, and construction has not resumed.
The approved plan covers dualization of the entire 28.4-kilometer route from Kahuta to Rawalpindi Soan. Work halted at Hothla Stop, and road marking for the remaining 26.4 kilometers has not yet begun. Similarly, construction of the proposed flyover at Sihala Railway Crossing remains pending.
The Executive Committee of the National Economic Council approved the project on July 27, 2023. Although funds were allocated in the current budget after earlier implementation delays, physical progress on the ground remains minimal.
The delay has raised concerns among residents and commuters who rely on the route for daily travel and regional connectivity.
