The Punjab government has made the Green Property Certificate mandatory for all land and property transactions across the province, introducing a new requirement aimed at improving legal verification and transparency in the real estate sector.
According to the Punjab Land Records Authority Punjab Land Records Authority, the certificate will now be required before completing any sale, purchase, or transfer of property. During the initial rollout phase, authorities are offering the certificate at a concessional fee of Rs900 for a limited period.
Officials said the certificate will be issued after a detailed verification process covering ownership records, legal status, and the identity of all parties involved in a transaction.
Applicants will be required to initiate a case through the PLRA system, provide relevant property details, and complete payment before the verification process begins.
The process includes reviewing ownership records, checking taxes, mortgages, and legal disputes, as well as conducting field verification to confirm on-ground details. Digital records will also be examined through the PLRA system to ensure consistency and accuracy.
Authorities said the Green Property Certificate will only be issued after all legal and administrative checks are completed and the property is found clear of disputes or irregularities.
The government said the new requirement is aimed at reducing fraud, improving documentation, providing stronger legal protection to property owners, and increasing trust in Punjab’s real estate market.
