Pakistan has made it compulsory for all civil servants to declare any foreign nationality and travel documents held by themselves or their family dependents.
The federal government has officially notified the Civil Servants Disclosure and Regulation of Foreign Nationality Rules 2026, which have now come into full effect.
Failure to submit accurate and complete declarations may result in the immediate cancellation of appointment and full termination of a civil servant’s government service.
Every civil servant in Pakistan is required to submit details of any foreign citizenship or foreign travel documents held at the time of their official appointment.
Annual disclosure of all foreign nationality and travel document information has also been made a compulsory and ongoing requirement under the newly notified 2026 rules.
Civil servants will be required to seek prior government approval before they can legally acquire any foreign nationality or obtain any foreign travel documents.
Dependents of civil servants will not be permitted to hold or maintain any foreign citizenship without first obtaining the required prior official government permission.
The rules further require all civil servants to declare any marriage contracted with a foreign national as part of their annual disclosure submissions each year.
Civil servants who are posted in diplomatic assignments abroad will not be allowed to acquire foreign nationality without first securing prior government approval from authorities.
Any violation of these rules will be formally treated as misconduct under the Civil Servants Efficiency and Discipline Rules 2020, and will attract disciplinary action.
Exemptions under the new framework have been granted only to individuals who hold dual nationality by birth or by descent, as officially recognised by law.
The existing 1962 rules that govern the marriage of civil servants with foreign nationals will continue to remain in force alongside the newly introduced 2026 framework.
