Lahore has banned the trading of file-based properties across all housing schemes from 1 July, requiring all plot transactions to be conducted through official property certificates issued by PLRA.
The Lahore Development Authority Director General Tahir Farooq chaired a high-level meeting attended by metropolitan planners, ABAD chairman, private housing scheme owners, and officials from PLRA and Punjab Board of Revenue.
All private and public housing schemes operating under LDA jurisdiction must transfer their records to the Punjab Land Records Authority Housing Societies Management System software by 30 June.
Schemes that comply with the PLRA software migration will be encouraged, while those operating under LDA jurisdiction that fail to adopt the system will face formal legal action.
From 1 July, citizens will only be permitted to buy or sell plots using property certificates issued through the PLRA system, with a public awareness campaign planned to inform residents.
Under the new framework, private housing schemes will be granted sub-registrar-level authority through a unified software system, with LDA and PLRA jointly providing training to the private sector.
Private schemes will also be authorised to issue green certificates and registrations independently through a dedicated digital portal accessible to housing society administrators.
Each property certificate will contain a unique QR code, enabling buyers, sellers, and authorities to retrieve all relevant property information with a single scan instantly.
