The National Assembly passed the Pakistan Telecommunication (Re-organization) (Amendment) Bill, 2026, on Wednesday. This legislation aims to modernize the legal framework governing the telecommunications sector. Furthermore, the Pakistan Telecom Amendment Bill 2026 will facilitate the rapid expansion of the country’s digital infrastructure.
The Minister for Information Technology and Telecommunication moved the bill in the House. Consequently, authorities designed the reforms to address emerging challenges within the telecom industry.
The NA Standing Committee initially approved this bill about 4 months ago, setting the foundation for yesterday’s parliamentary decision. Now, the final approval officially updates the existing law to meet the evolving needs of the sector.
Strengthening the Right of Way (RoW) Regime
A core focus of the new legislation is the national Right of Way (RoW) regime. The bill strengthens these rules to ensure the coordinated deployment of telecommunication infrastructure and associated network facilities.
Additionally, the amended law introduces a highly structured mechanism. This system will handle the resolution of complaints and settle disputes related to telecom infrastructure deployment. To enforce compliance, the bill empowers authorities to impose strict financial penalties. Violators of the RoW provisions now face fines of up to Rs. 1 million.
Reforming the National Telecommunication Corporation
Moreover, the legislation brings significant administrative changes. The bill aligns the governance framework of the National Telecommunication Corporation (NTC) directly with state-owned enterprise regulations.
Through this alignment, the government aims to drastically enhance the NTC’s operational autonomy. Consequently, these changes will improve transparency and elevate overall governance standards within the corporation.
Telecom Amendment Bill 2026 to Drive Pakistan’s Digital Transformation
Ultimately, the government intended these reforms to secure a better digital future for the public. The amendments will ensure seamless, affordable, and uninterrupted access to telecommunication services across the entire country.
Therefore, this modernized legal framework will accelerate the rollout of digital connectivity infrastructure and directly support Pakistan’s broader digital transformation agenda.
