The Pakistan Telecommunication Authority (PTA) has released the results of its Quality of Service (QoS) survey for the first quarter of 2026, covering January to March. Jazz has emerged as the frontrunner in broadband performance, while Zong and Telenor continue to struggle with voice call quality, raising fresh concerns about the consistency of mobile services across the country. The survey was carried out across 18 cities in Pakistan to assess mobile network performance and service quality.
According to PTA, field teams tested voice calls, SMS services, and mobile broadband performance using automated QoS monitoring tools. The tests were conducted on main roads, service roads, and key residential and commercial areas. The purpose was to measure compliance with Next Generation Mobile Services (NGMS) licenses and the Cellular Mobile Network Quality of Service Regulations 2021.
PTA explained that operators were ranked from first to fourth place in different service categories. These included mobile network coverage, broadband performance, voice quality, and SMS services. The ranking was based on key performance indicators compared with regulatory thresholds.
The results show that mobile operators mostly met standards for data throughput. Jazz recorded the highest download speeds during the survey period. Meanwhile, Zong performed better in upload speeds compared to other operators. However, PTA noted that some voice quality and latency indicators fell below required limits in certain areas. Telenor was particularly affected in these segments, according to the findings.
In addition, PTA observed that operators using advanced technologies such as LTE Carrier Aggregation and Voice over LTE (VoLTE) delivered better overall service quality. These technologies helped improve both speed and call performance for users.
After reviewing the results, PTA issued instructions to all mobile operators. They have been directed to take corrective steps and improve service quality where gaps were identified. The authority stressed that improvements must align with regulatory standards.
PTA has also made the detailed survey results public through its official website. The data provides a breakdown of performance across different cities and operators.
The regulator said this ongoing monitoring process aims to improve mobile services for consumers. It also supports fair competition among telecom operators in Pakistan.
