The Pakistan Telecommunication Authority (PTA) has officially repealed the Mobile Virtual Network Operator (MVNO) Regulations, 2012. Consequently, this major move paves the way for a completely fresh regulatory framework for virtual network operators across the country.
According to an official notification published in the Gazette of Pakistan, PTA executed this repeal under the Pakistan Telecommunication (Re-organization) Act, 1996. Furthermore, the repeal takes effect immediately from the date of its publication in the official Gazette. Therefore, the telecom regulator now has the necessary room to introduce a revised regime for virtual network operators.
Despite PTA repealing the 2012 MVNO regulations, the authority has ensured stability for current market players. Specifically, the notification guarantees continuity for all existing arrangements. As a result, all licenses granted, approvals accorded, and actions taken under the 2012 regulations remain fully valid and in force.
Moreover, these existing licenses and approvals will continue to operate seamlessly. They will only change when PTA reviews, amends, or supersedes them under the upcoming regulatory framework. Meanwhile, PTA announced that it will notify the public about this new framework separately.
Ultimately, this regulatory shift serves a much larger strategic purpose. This development comes precisely as Pakistan actively seeks to broaden market competition. In addition, the country wants to diversify its telecom and digital service offerings. By introducing new business models, including revamped MVNOs, PTA aims to reshape the national telecom landscape.
