Even in cases where the portal does open, applicants report that the process frequently stalls at the biometric verification stage, preventing completion.
With the online system unreliable, students and their parents have been left with no option but to approach courts and various government offices in person to apply for domiciles or seek information about pending applications.
Many families have also incurred additional expenses while pursuing these alternative channels.
