The Economic Coordination Committee (ECC) has approved the issuance of sovereign guarantees worth Rs27.62 billion to facilitate the financial close of the Sialkot (Sambrial)-Kharian Motorway (M-12) project under the Public-Private Partnership (PPP) model.
The decision was taken during an ECC meeting chaired by Finance Minister Senator Muhammad Aurangzeb.
According to the Ministry of Communications, the sovereign guarantees will enable the project’s concessionaire to secure financing for the Build-Operate-Transfer (BOT) motorway project, paving the way for its implementation.
The ECC also approved the rollover of Rs6.944 billion in previously issued Operational Viability Gap Funding (VGF)under the motorway project’s revised financing structure.
The M-12 Motorway is expected to improve regional connectivity, enhance trade and logistics, and strengthen Pakistan’s road infrastructure through private sector participation.
In a separate decision, the ECC approved a Technical Supplementary Grant to release Rs3.25 billion every quarter to the Pakistan Television Corporation (PTV) during the 2026-27 fiscal year.
However, the committee directed the Ministry of Information and Broadcasting to submit a comprehensive financial sustainability plan for PTV within two months, aimed at improving the state broadcaster’s long-term financial health.
