The Export Development Fund (EDF) and the Export-Import Bank of Pakistan (Pak EXIM) signed a Memorandum of Understanding (MoU) marking a significant step toward strengthening Pakistan’s export ecosystem, with a particular focus on supporting small and medium enterprises (SME) exporters.
With complementary mandates, the MoU formalizes the intention of both institutions to collaborate on multiple initiatives designed to expand access to finance and risk mitigation tools for SME exporters. Central to the partnership is the establishment of a Joint Risk-Pool aimed at facilitating SME exporters through Pak EXIM’s Export/Trade Credit Insurance (TCI) product suite, helping shield SME exporters from political and commercial risks associated with international trade while simultaneously enhancing their access to finance, which is a well-documented constraint hindering SMEs export growth
Further areas of cooperation include co-funding arrangements for support in export financing, development of credit guarantees to unlock and expand bank lending to the SME export sector, and promotion of and support for green & sustainable export initiatives that align with Pakistan’s broader environmental and trade goals.
Both institutions expressed their commitment to translating the MoU into timely & concrete steps as the initiatives take shape. The partnership reflects a shared vision to enhance Pakistan’s export competitiveness by ensuring SME exporters have improved access to the financial products and risk protection needed to compete on the global stage.
The ceremony was graced by Mr. Imdad Ullah Bosal, Secretary of Finance, and Mr. Jawad Paul, Secretary of Commerce, whose presence underscored the significance the government attaches to initiatives linked to export development and support for Pakistan’s exporters. The MoU was signed by Dr. Muhammad Saeed, advisor to the PM and member of the EDF Board, and Mr. Shahbaz H. Syed, president & CEO of Pak EXIM, in the presence of senior officials, members of the EDF Board, and representatives of trade bodies and members of the exporting community.
