The Sindh High Court (SHC) Sukkur bench has ordered the Sindh government to introduce a formal laptop policy. The Sindh High Court issued the directive in a written judgment. The court also instructed the provincial government to include the scheme in the next financial year’s budget. As a result, students across schools, colleges, and universities may soon receive digital devices for learning support.
The ruling came from a bench comprising Justice Amjad Ali Bohio and Justice Ali Haiderada. It followed a petition filed by Advocate Sohail Memon. The court said digital devices are now a basic need in modern education.
In its decision, the court linked the policy to Article 25A of the Constitution. It stated that education must match current technological requirements. Therefore, the Chief Secretary has been directed to finalize the laptop scheme within 45 days.
The court also required consultation with all relevant educational institutions. This step was ordered to ensure a transparent and practical rollout process across the province.
Furthermore, the SHC emphasized that laptops must be distributed strictly on merit. This approach aims to give equal opportunity to hardworking students. It also supports fair access to digital learning tools.
The bench added that a progress report must be submitted by August 4, 2026. The report will show how the government is implementing these directions. Additionally, officials have been told to design a clear framework for execution. Funding must also be allocated in the upcoming budget cycle.
This decision is seen as a major push toward digital education in Sindh. It is expected to reduce the digital gap among students. It also reflects growing pressure to modernize public education systems.
With this ruling, the provincial government now faces a strict timeline. It must move quickly to shape policy, approve funding, and begin implementation.
