Which Telecom Operators Rule Your City in 2026 According to PTA QoS Survey?

Location dictates everything when you choose a cellular network. The Pakistan Telecommunication Authority (PTA) tested cellular services of all major telecom operators across 11 major cities during its Q2 2026 QoS survey. Surveyors traveled more than 2,000 kilometers over 33 days to gather accurate, real-world data. The chosen routes aimed to cover the maximum population areas within each respective city.

Some cities enjoyed flawless cellular service across all active networks. Hub, Abbottabad, Faisalabad, and Rawalpindi stood out as prime examples. In these four cities, Jazz, Ufone, Telenor, and Zong achieved 100% compliance across all 12 measured KPIs. Consequently, mobile users in these regions experience highly reliable voice, SMS, and broadband services regardless of their provider.

Jazz Sweeps the Nation

Jazz heavily dominated the city-wise rankings. The network secured the absolute first position in 10 out of the 11 surveyed cities. Specifically, Jazz ranked first in Quetta, Peshawar, Multan, Lahore, Islamabad, Sukkur, Hub, Abbottabad, Faisalabad, and Rawalpindi. This widespread dominance clearly highlights Jazz’s robust infrastructure and consistent service quality.

Zong managed to break Jazz’s winning streak in exactly one location. Zong took the crown in Karachi West. In that specific city, Jazz dropped to the second position.

Regional Struggles for Telecom Operators

Unfortunately, Telenor frequently landed at the bottom of the regional rankings. The network recorded significant non-compliance in several major cities. For example, Telenor failed five KPIs in Quetta, earning a mere 58% compliance rate there. It also struggled in Sukkur, where it failed four KPIs and achieved a 67% compliance rate.

As previously established, PTCL (Ufone) officially finalized its acquisition of Telenor Pakistan at the end of 2025. This massive ongoing merger involves migrating Telenor’s legacy infrastructure over to Ufone’s network. Therefore, this transitional phase serves as the primary reason for Telenor’s lower scores across multiple regions in the Q2 2026 survey.

These survey results illustrate that while baseline compliance remains high, operators must urgently expand their mobile broadband capabilities to meet prescribed regulatory standards universally.
