The Establishment Division has warned officers from the Pakistan Administrative Service (PAS), Police Service of Pakistan (PSP), Secretariat Group (SG) and Office Management Group (OMG) to submit mandatory declarations regarding foreign nationality within one week.
In an Office Memorandum, the division said several officers had failed to submit declarations required under the Civil Servants (Disclosure and Prohibition of Foreign and Dual Nationality) Rules, 2026. The officers have been given an additional week to comply, failing which disciplinary proceedings may be initiated under the Civil Servants (Efficiency and Discipline) Rules, 2020.
Under Rule 3(3) of the 2026 rules, civil servants are required to declare their own and their dependents’ status regarding foreign nationality, possession of foreign travel documents and marriage to a foreign national within 90 days of the rules being notified in the official Gazette.
The Establishment Division said failure to submit the declaration, or submitting a false declaration, constitutes misconduct under the applicable disciplinary rules.
The latest directive follows earlier communications issued by the Establishment Division on June 4 and July 17, 2026, concerning implementation of the new rules. The government has now directed that officers who fail to comply within the additional one-week period may face proceedings under the disciplinary framework.
