Bitcoin and Ethereum surged after President Donald Trump urged Congress to pass the Crypto Clarity Act, a bill expected to set a regulatory framework for the cryptocurrency sector. The announcement immediately pushed Bitcoin toward $65,000 as investors reacted to increased regulatory clarity from the highest levels of government.
Trump also affirmed his support for the industry while announcing plans to buy sizable amounts of Bitcoin personally. This dual signal, combining regulatory support with personal market participation, created immediate momentum across cryptocurrency markets. Geoffrey Kendrick, global head of digital assets research at Standard Chartered, stated that investors should position for a move to $100,000 by year-end 2026 given Trump’s affirmation of support.

The cryptocurrency sector has oscillated between $62,000 and $66,000 for the past six weeks, range-bound by regulatory uncertainty and macroeconomic concerns. Trump’s congressional push for the Clarity Act breaks that deadlock by signaling government willingness to establish formal frameworks rather than continued ambiguity.
Beyond Bitcoin, Trump’s announcement targeted specific decentralized finance platforms. Trump hinted at regulating Hyperliquid, the decentralized exchange gaining popularity among traders as the home base of perpetual futures trading. The Hyperliquid token rose approximately 20% within 24 hours following the announcement, demonstrating market confidence that regulatory clarity benefits even controversial trading platforms.
The administration’s strategic approach differs from previous cryptocurrency hostility. In late June, the Federal Housing Finance Agency ordered Fannie Mae and Freddie Mac to prepare their businesses to count cryptocurrency as an asset for mortgage qualification. This fundamental change enables cryptocurrency holders to leverage digital assets for major purchases like home ownership.
Ethereum opened higher on August 19 at $1,916.47, consolidating around $1,936 by morning trading. The stability above $1,900 represents psychological support that regulators are taking the sector seriously. Crypto-related stocks showed modest gains earlier in the week as institutional investors weighed regulatory scenarios.
Market liquidations have moderated significantly since Trump’s announcement. Over $200 million had been liquidated across cryptocurrency markets in the 24 hours before Trump’s speech, predominantly bullish long positions. Post-announcement, liquidation pressure eased as traders repositioned for regulatory clarity rather than further volatility.
The Clarity Act’s specific provisions remain undefined, but market interpretation suggests regulatory frameworks for raising capital, simplified registration procedures, and clearer tax treatment.
