The Higher Education Commission (HEC) has issued a new advisory for students planning to pursue higher education abroad, urging them to verify the approved mode of study before enrolling in foreign degree programs.
According to the commission, degrees that are officially registered as on-campus or conventional programs but completed entirely through online or blended learning modes will not be recognized by HEC after Spring 2026 unless such arrangements have been approved by the relevant regulatory authority in the institution’s home country.
The advisory emphasizes that students must ensure their chosen program’s mode of study is recognized by the relevant accrediting or regulatory body and that all physical residency requirements are fulfilled in accordance with applicable rules.
HEC stated that the policy applies to both current students enrolled in foreign universities and individuals planning to study abroad in the future. The commission advised applicants to thoroughly verify program details with their institutions before admission to avoid complications regarding degree recognition and equivalence.
The move comes as international universities increasingly offer flexible online and hybrid learning options, making it important for students to confirm whether such study modes meet recognition requirements in Pakistan.
HEC also clarified that applications for degree equivalence will continue to be evaluated individually through its online equivalence system, with each case assessed on its own merits.
The advisory aims to protect students from potential recognition issues and ensure that foreign qualifications meet the academic and regulatory standards required in Pakistan.
