South Korean players and advocacy groups are demanding immediate changes to the opening sequence of Call of Duty: Modern Warfare 4. Specifically, the controversy erupted after players discovered real-life footage from the 2022 Itaewon tragedy inside the opening sequence of Modern Warfare 4. Consequently, Activision has issued an official response to address the growing public backlash.
The main story of Call of Duty: Modern Warfare 4 begins when North Korea invades South Korea’s Hajin City. This invasion quickly sparks a large-scale war. To give players context regarding the conflict, the campaign opens with a dramatic video montage. This sequence portrays the severe consequences of the invasion through various clips, including fabricated news reports of Russia joining the war. However, despite the fictional storyline, South Korean players noticed a real-world video clip in the montage and quickly demanded alterations.
Modern Warfare 4 Receives Backlash Over Real Itaewon Crowd Crush Footage
According to South Korean broadcaster SBS News, the campaign opening includes actual news footage from the Halloween 2022 Itaewon crowd crush tragedy. In particular, the clip shows an emergency responder performing CPR on a victim.

Following this discovery, the 10.29 Itaewon Disaster Bereaved Families Association released an official statement. The organization asked Activision to remove the video from Modern Warfare 4 entirely. Furthermore, the association described the inclusion of the clip as “highly inappropriate and senseless.” They noted that many South Korean citizens and bereaved families still suffer from severe trauma over the event.
The association stated, as translated by SBS News:
If the game developer has even a minimum level of courtesy and empathy toward the victims, they should promptly take corrective measures.
Activision Responds as Consumer Groups Weigh In
Meanwhile, the Korean Game Consumers Association also stepped into the debate. The consumers’ rights group argued that Activision must properly apologize for using the Itaewon footage. Additionally, they demanded that the developer release a game update to replace the clip in the opening montage. On the other hand, the group emphasized that critics should not use this controversy to demand broader censorship of the game’s content.
In response to the mounting pressure, Activision addressed the concerns of South Korean citizens. The company acknowledged that the development team included real-life news footage to convey the narrative of the game. Activision stated:
There was absolutely no intention to reference or lightly treat any real tragic events, including the Itaewon tragedy.
Since its launch, the studio has rolled out multiple updates to improve gameplay, ranging from weapon buffs to new wager matches. Nevertheless, Activision has not yet confirmed whether a future patch will alter the opening sequence.
Divided Opinions & Upcoming Season 1 Content
Call of Duty titles frequently draw inspiration from real-world political tensions to build fictional wars. Even so, some players have heavily criticized the premise of Modern Warfare 4 for tapping into a very real fear that South Koreans live with every day. Conversely, not all public figures in the country oppose the storyline. In fact, one South Korean lawmaker advised the South Korean President to play Call of Duty: Modern Warfare 4, noting that the campaign reflects on the nation’s readiness against a potential invasion.
Despite the ongoing controversy, Modern Warfare 4 received a very positive response from franchise fans during its first week after launch. Moreover, Activision is actively expanding the game with new post-launch content. The developer rolled out Infected and Possession modes across October 29 and October 30. Looking ahead, Season 1 will officially launch on November 6, bringing three new multiplayer maps, including the classic Shoot House map from previous Modern Warfare titles.
