Today, July 1, 2026, Pakistan Telecommunication Company Limited (PTCL) and Ufone 4G successfully completed the integration of Telenor Pakistan. Consequently, Telenor Pakistan formally amalgamates into Pak Telecom Mobile Limited (PTML), which operates as Ufone 5G. With this historic development, Telenor Pakistan completely ceases to exist as a separate legal entity.
This massive consolidation reshapes the competitive landscape of the local telecom sector. Furthermore, it firmly establishes the combined entity as Pakistan’s second-largest mobile operator.
Market Confidence Explodes as PTCL Share Prices Triple
Investor confidence has strengthened significantly following the financial and operational close of this deal. For instance, when PTCL first announced the acquisition in December 2023, its share price traded between Rs. 22 and Rs. 24 on the Pakistan Stock Exchange. Today, the stock has climbed to around Rs. 71. This sharp increase reflects a massive surge in market confidence. As a result, it marks one of the strongest market performances for PTCL in recent history.
Telecom analysts note that the merger drastically improves PTCL Group’s corporate profile, strategic position, and market valuation. By absorbing Telenor Pakistan’s extensive subscriber base, network infrastructure, and operational assets, the Group gains a much stronger spectrum portfolio. Therefore, the company is well-positioned to unlock operational efficiencies and capture future digital growth opportunities.
A Crucial 2.5-Year Regulatory & Legal Battle
This transaction did not happen overnight. Instead, the deal required a rigorous administrative and legal process spanning nearly two and a half years. The company had to satisfy numerous compliance conditions to secure approvals from multiple regulatory bodies.
Ultimately, the final statutory approval came from the Islamabad High Court, which brought the extensive process to a successful close. Internal sources reveal that specific internal teams heavily drove this success:
- Naveed Khalid Butt (Group Chief Regulatory Officer): He led the regulatory engagement. His team worked closely with government institutions and regulators to secure necessary approvals.
- Zahida Awan (Group Chief Legal Officer & Company Secretary): She and her legal team managed the complex statutory requirements. They handled intense coordination with the Securities and Exchange Commission of Pakistan (SECP), the Competition Commission of Pakistan (CCP), and the Pakistan Telecommunication Authority (PTA).

The newly combined entity will run as PTML, remaining a wholly owned independent subsidiary of PTCL.
