The Ministry of Information Technology and Telecommunication (MoITT) has launched plans to develop a 10-year digital transformation roadmap aimed at modernizing Pakistan’s digital governance and strengthening the ministry’s role in the country’s growing digital economy.
According to the proposed Terms of Reference, the roadmap will be developed as part of a broader restructuring initiative and implemented in three phases: short term covering 0 to 2 years, medium term spanning 3 to 5 years, and long term covering 6 to 10 years.
The plan will establish measurable milestones, implementation timelines, resource requirements, and stakeholder engagement strategies while ensuring compliance with government administrative and fiscal frameworks.
The restructuring exercise will review the ministry’s institutional structure, departmental responsibilities, staffing models, governance mechanisms, and coordination with affiliated organizations. It will also aim to remove overlapping functions and improve collaboration between federal and provincial institutions involved in digital governance.
As part of the reforms, consultants will recommend amendments to the Rules of Business 1973 and propose a future organizational structure for the ministry. The roadmap will also focus on key areas including telecommunications, cybersecurity, cloud adoption, artificial intelligence governance, startup ecosystem development, and digital platform regulation.
The assignment will include financial estimates for implementing the proposed reforms, along with risk and change management strategies and capacity-building initiatives to prepare ministry staff for the transition.
The final roadmap will outline the approvals required from the Cabinet Division, Establishment Division, and Finance Division. The initiative is expected to provide a structured framework for institutional reforms aimed at strengthening Pakistan’s digital governance and positioning the IT Ministry to play a greater role in shaping the country’s digital economy over the next decade.
