The Capital Development Authority (CDA) has ordered the initiation of proceedings to seal the marketing and site management offices of Bahria Town’s Bahria Enclave housing scheme in Zone IV, Islamabad.
The action follows allegations of violations of the approved layout plan, unauthorised expansion, encroachment on CDA land and construction without the required approvals. The CDA has directed its Directorate of Enforcement to seal the New Bahria Head Office, Business District and relevant offices located within Bahria Enclave.
According to the CDA, the approved layout plan for Bahria Enclave Phase I covered 12,543 kanals, but the scheme was later expanded to more than 18,000 kanals. The authority alleges that development, plot transactions and construction activities were carried out on additional land without approval of a revised layout plan, NOC or building plans.
The CDA said some areas were originally identified as “vacant pockets” because their status was unclear. However, it alleges that Bahria Town subsequently developed these areas and carried out construction without obtaining the required approvals.
The authority said it had issued directives in March 2025 and March 2026 ordering the developer to stop work in the unapproved areas and submit a revised layout plan along with the required documents and fees. According to the CDA, these directives were not complied with and development activities continued.
The CDA has also alleged that land designated as a park was converted for commercial use and that construction continued despite multiple notices and show-cause notices issued between 2012 and 2026.
The authority further stated that Bahria Town had undertaken in a 2012 affidavit to construct two link roads, including a 3.5-kilometre Jinnah Avenue Link Road connecting to Kuri Village. According to the CDA, the road has not yet been constructed.
The latest directive forms part of the CDA’s ongoing action against alleged illegal housing schemes, encroachments and unauthorised construction in Islamabad.
